Australia's carbon offset sector is stagnating in the face of Federal policy confusion, research for a Global Sustainability/EPA Victoria carbon offsets guide has concluded.

Most carbon offset projects in Australia will be unable to reap any benefit from a national offsets standard that takes effect tomorrow, according to those involved in the offsets sector, but the Government says Senate blocking of the CPRS is to blame and it is "working towards" a domestic offsets program.

A new national standard sets out requirements for green carbon offsets, principles for calculating carbon footprints and procedures for those wanting to use a national carbon-neutral logo.
