The Victorian Government has introduced legislation that would remove the legislated target of a 20% emissions reduction by 2020, clarify carbon sequestration rights and abolish fees associated with pollution and clean-up notices.
The U.S. Waxman-Markey climate bill, which recognises carbon offsets from changed agricultural practices, will 'fundamentally change the game that's being played in Australia', says Peter Cosier, director of the Wentworth Group of Concerned Scientists.
