City West Water recycled only 1.6% of its effluent in 2008-09, East Gippsland Water recycled 100%, while Melbourne Water attributed a 32% rise in greenhouse gas emissions to a new NGERS methodology, says a performance report by Victoria's Essential Services Commission.
