The Rudd Government's green car plan and housing affordability scheme must be accompanied by planning measures that avoid scattering new developments along the urban fringe, warns Infrastructure Australia council member professor Peter Newman, who says designing cities to cut greenhouse gas emissions can deliver huge savings in infrastructure costs.

Professor Ross Garnaut this morning handed to Prime Minister Kevin Rudd an all-embracing set of policy proposals to combat climate change. Garnaut warned that a failure by this generation to deal with climate change 'would haunt humanity until the end of time'.
