Current industry policy won't get Australia to net-zero because it's susceptible to lobbying by vested interests, and is based on poorly-designed grants and regulations, says a new Grattan Institute report.

The Victorian government today announced it will aim to cut the state's emissions by up to 33% by 2025, and up to 50% by 2030.

Shadow climate minister Chris Bowen says Labor will only support a bill to give the CEFC another $1 billion and change the way it operates if the government agrees to three amendments.

If the government won't gradually tighten emission limits for Safeguard facilities, it should support good performers with cheap loans, not special carbon credits, according to the Climate Change Authority.
