Gillard signs deal with Greens

If Labor returns to power, it would establish a climate change committee and give the Greens access to Treasury officials, under the terms of a deal struck this morning, as both major parties continue negotiations in a bid to form government.

The agreement says the Greens would vote with an ALP government to ensure supply and will oppose any motions of no confidence made by non-Greens members.

In exchange, Labor and the Greens would form a climate change committee, resourced "like a Cabinet committee" and comprising experts and representative politicians from all parties.

Its structure, membership and work plan would be finalised by the end of September.

The agreement - signed by caretaker Prime Minister Julia Gillard, Treasurer Wayne Swan, Greens Leader Bob Brown, Greens Deputy Leader Christine Milne and newly-elected Greens MP Adam Bandt - says both Labor and the Greens recognise that reducing emissions by 2020 "will require a price on carbon".

Gillard would also meet with Senator Brown and Bandt each week that Parliament is sitting to "discuss and negotiate" planned legislation.

At other times, Gillard or a nominee would meet with the Greens at least once a fortnight.

The agreement also says the Greens Treasury spokesperson and Bandt are to receive briefings "at regularly agreed times" from the Treasurer, the Minister for Finance and the heads of Treasury and the Department of Finance.

Senator Brown, Bandt and Greens senators with portfolio responsibilities would be able to have their proposals formally submitted to the Office of the Prime Minister for appropriate departmental and ministerial analysis.

Both Labor and the Coalition are still vying for the support of at least three of the four independents in an attempt to secure sufficient backing to form government.

The Greens currently have five senators. Their numbers will rise to nine in July, when new senators take their seats, giving the party the balance of power in the Senate.
